Innovation often happens bottom-up, pushed by tech-savvy estimators or forward-thinking GCs rather than policy mandates.

Yet when innovation does catch fire in the U.S., it scales fast. Think of how Procore, PlanGrid, and others found traction once they cracked the user experience and solved a workflow pain point.
